On November 18, 2010, Octavia Modert, Minister of Culture and his Lithuanian counterpart, Arunas Gelunas, signed a cultural agreement in Brussels during the EU Council of Ministers of Culture, between the Government of the Grand Duchy of Luxembourg and the Government of the Republic of Lithuania on cooperation in the fields of Culture, Education, Higher Education, Science and Sport.

In these areas, the agreement will provide a legal basis for bilateral cooperation between the two countries and will encourage institutions and cultural organizations on both sides to cooperate more actively. This agreement will also create a cultural joint commission to establish an exchange program,
